  19. <p>     Deadlines do tend to concentrate the mind. That would seem
  20. to be the hope of Robert Bourassa, Quebec's premier, who last
  21. week delivered a clear ultimatum to Canada: draw up, by the end
  22. of 1992, a new constitution that gives Quebec greater powers--or the French-speaking province will vote on secession. Said
  23. Jean Allaire, head of the Quebec committee that drafted the
  24. challenge: "This proposal is the final and decisive test for
  25. Canada."

  27. <p>     The same claims were made about Meech Lake, the plan for
  28. constitutional reforms supported by Quebec but defeated when
  29. two English-speaking provinces rejected its special provisions
  30. for the French seven months ago. That caused many observers to
  31. fear the breakup of Canada. This time Quebec demands even
  32. greater autonomy in its affairs, claiming exclusive
  33. responsibility for agriculture, environment, energy,
  34. communications, commerce and "public security" as well as a
  35. larger role in Canadian foreign affairs and tax policy. Said
  36. Bourassa: "We want a fundamental change, not cosmetic change,
  37. in the structure of the country."
